Every project passes six board gates before a single tenant moves in.
Social housing is built with public money. Our project process is designed so that each decision, from choosing a site to opening the waiting list, is taken formally, on evidence, and recorded.

The stage-gate process
Each gate is a board decision with a defined evidence pack. A project does not move to the next stage until the gate is passed and minuted.

Seven screening criteria
A site is considered only if it meets all seven. They mirror what the regulator will test at project application.
- Inside a declared restructuring zone. Capital grants can only be used there, and it is where a municipality has chosen to locate social housing.
- Medium-to-high-density rental potential. Enough units for the building to be run efficiently and rents to stay affordable.
- Target market inside the qualifying band. Demonstrated demand from households earning R1 850 to R22 000 a month.
- Municipal and provincial support. A support letter and a place in the municipality's housing plan.
- Access to work and amenities. Public transport, schools, clinics and shops within reach without a car.
- Planning and infrastructure feasibility. Zoning or a clear route to it, and bulk services with capacity.
- Capital and operating viability. A capital stack that closes and an operating budget that sustains the building.
