This page explains who will qualify for social housing, how we will allocate homes, what a lease with us will involve, and how to ask to be notified when a waiting list opens.

We do not currently allocate or let homes, and we do not accept deposits, application fees or payments from prospective tenants. Registering interest only asks us to notify you when a waiting list opens; it does not reserve a home or a place in a queue. If anyone asks for money to secure a Magna Carta home, report it to admin@mcshd.co.za.
Ask to be notified when a waiting list opens
Email admin@mcshd.co.za or call 010 502 0108 with the subject "Notify me when a waiting list opens" and tell us:
- Your name
- The area you would like to live in
- The best telephone number or email address to reach you
- Optional: how many people are in your household
Do not send identity documents, payslips or bank statements now. We will ask for documents only when a waiting list for a named project opens, and never by email.
If nothing opens, copy the address above into any email app, or call us. Replies within five working days, South African Standard Time (UTC+2).
What our reply means. We confirm that we have received your request within five working days. That confirmation only means we have your details; it is not an eligibility decision, a place in a queue or an offer of a home.
We keep your details only to tell you when a waiting list opens, handle them under our privacy notice, and delete them if you ask us to. See the privacy notice.
The qualifying rules
Set nationally under the Social Housing Act 16 of 2008 and applied by every accredited institution. We will verify them for every applicant once a waiting list opens.
The qualifying rules below are the criteria published by SHRA in its Social Housing Beneficiaries Brochure (May 2026), stated in the regulator’s own terms. Where the rules change, the SHRA publication in force applies, and the institution’s allocation policy and any municipal targets are published with each project.
- Household income between R1 850 and R22 000 a month
- You must be 18 years or older
- Clean credit record (affordability)
- South African citizen or permanent resident
- Married or single, with or without dependants
- Competent to contract
- Able to pay the required monthly rental

Household income is gross and combined for everyone in the household who earns; the band is revised by circular in the SHRA resource centre. Social housing is rental only: the law does not allow a social housing unit to be bought by its tenant. Documents we will ask for when a waiting list opens: identity documents for all adults, proof of income for the last three months, and proof of current address, at application stage and never at notification stage. We never ask for payment to apply.
How allocation will work
Our allocations framework is part of the Tenant and Property Management Policy Suite the board adopted on 8 September 2026. The steps below are that framework in plain language; none of them is running yet, because there are no homes and no waiting list.
Ask to be notified
Before homes exist, you can ask to be told when a waiting list opens. This is not a place in a queue; it is a promise to contact you.
Waiting list opens for a named project
When a project is approved, we publish the location, unit sizes, indicative rents and the closing date, here and through the municipality.
Apply and be verified
You submit the documents listed above. We verify income, identity, age, credit record and affordability against SHRA's qualifying criteria. Every applicant is told the outcome in writing.
Fair ranking
Qualifying applicants are ranked by the published criteria: date of application, household size against unit size, and any allocation targets agreed with the municipality. No one can buy a place.
Offer, lease and move-in
You receive a written offer, sign the standard lease, attend a move-in induction and receive the house rules, a maintenance contact and your rent statement schedule.
